Different SME Required

• If the same partner is being assigned then reschedule then we’ll reschedule the request to the senior SME.
• If a customer doesn't like SME and the job is not started then reschedule the request. 
• If the job is started or ended then we’ll create a new booking if SME visits are exhausted and senior SME.
